TOURNAMENT RULES

Stealing... once the ball crosses the plate.

No lead offs. You can steal on passed balls and overthrows. 

Five run limit per inning... UNTIL the open inning.

Unlike HRCLL, this tournament will deem the last inning the "open inning" -- it doesn't have to be the sixth inning. 

Mercy rule still applies.

Mercy rules apply: 15 runs after 3 innings | 10 runs after 4 innings | 8 runs after 5 innings-

No stealing on pitchers who aren't paying attention.

No delayed steal of home, as defined by running from 3rd to home while the pitcher has their back turned or is otherwise not paying attention. (From the tournament captain: We realize this one may be controversial and varies across leagues, but we believe we speak for most that at this particular age level, it can do more emotional harm than good. Later on as kids develop and become more confident ball players physically and mentally, then we believe it makes sense to introduce the concept.)

Time limits are still in the works.

Time Limits are still TBD due to field allocations and potential back-to-back field bookings

A coin flip determines the Home team.

The Trash Pandas always call "tails". ;-)

Pitch Count/Days Rest

1-20 Pitches: 0 days rest required
21-35 Pitches: 1 day of rest
36-50 Pitches: 2 days of rest
51-65 Pitches: 3 days of rest
66+ Pitches: 4 days of rest

Little League Daily Pitch Limits

6-8 years old: 50 Pitches
9-10 years old: 75 Pitches
11-12 years old: 85 Pitches

Rollback Exception

A pitcher’s pitch count for the purposes of day(s) rest threshold is determined by the first pitch thrown to a batter. For example- if the first pitch that a pitcher throws to their final batter is their 35th pitch, and they throw 4 pitches to that batter (to end with 38 pitches total), they must adhere to 1 day of rest.

Pitcher/Catcher Rules

If a player plays the position of catcher for 4 innings, they may not enter the game as a pitcher.

If a pitcher pitches 41 pitches or more, they may not play the position of catcher (unless covered by the threshold/rollback exemption).

One clarification to catchers about 4 innings is that they do not need to be full innings to count against the limit. For example, catcher comes in the 2nd inning with 2 outs, then catches in 3rd, 4th and catches one pitch in the 5th that constitutes catching in 4 innings and not eligible to pitch.
